Digital transformation in the healthcare sector requires effective human resource development through technology-based learning systems. This study aimed to analyze the effectiveness of the Ministry of Health of the Republic of Indonesia’s Learning Management System (LMS) and employee competence in relation to service performance at Dr. Cipto Mangunkusumo National General Hospital. A quantitative descriptive-verificative design was employed. Data were collected through questionnaires administered to 125 employees who participated in LMS-based training and were analyzed using simple and multiple linear regression analyses. The results showed that LMS effectiveness had a positive and significant effect on employee competence, while employee competence had a positive and significant effect on service performance. Simultaneously, both variables significantly influenced service performance, with a contribution of 75.9% (R² = 0.759), and employee competence was identified as the most dominant variable. These findings confirmed the importance of integrating LMS utilization and strengthening employee competence to improve the quality of public hospital services. This study recommends developing sustainable LMS-based training programs integrated with periodic competency assessments to support digital transformation in the healthcare sector.
